The Republican scientific-practical Conference "The Problems of legal regulation of public relations: theory, legislation, practice"
On November 25, 2016 at Brest State A.S. Pushkin University the Republican scientific-practical conference "Problems of legal regulation of public relations theory, legislation, practice" was held, which has already become traditional. The event was organized by the Department of Theory and History of State and Law.
The Assistant Dean of the Faculty of Law on Science, PhD in Philosophical sciences, Associate Professor Galina Ivanovna Zaymist addressed the complimentary speech to the participants of the conference, emphasizing the importance of organizing and conducting such scientific and practical conferences. At the opening meeting of the conference the Dean of the Faculty of Law, PhD in Sociological sciences, Associate Professor Elena Nikolaevna Grigorovich mentioned also in her speech that Brest State A.S. Pushkin University has traditionally occupied the leading position in Belarus on the most important indicators of research work, as well as in the number of teachers with the academic degrees and titles. Furthermore, Elena Nikolaevna emphasized the high level of the meeting organized regularly once every two years by the Department of Theory and History of State and Law along with the other scientific-practical conferences.
The plenary session was presided over by the Head of the Department of Theory and History of State and Law, PhD in Juridical sciences, Assistant Professor Oksana Vasilevna Chmyga.
Despite the fact that the event had a republican status, the distinctive feature of that conference was that it was attended by the considerable number of foreign researchers including doctors and candidates of sciences from the Ukraine (Kiev, Kharkov, Odessa, Zaporozhye, Lvov, Dnepropetrovsk) and Russia (Moscow, Ryazan, Novgorod). The foreign guests participated in the plenary session of the conference. In particular, the reports were delivered by:
- Andrei Nikolaevich Aparov, Head of the Economic and Transport Law Department of Kyiv State Maritime Academy named after hetman Petro Konashevich-Sahaydachniy, with the report "On the question of the application of the norms of civil law and civil legislation to the settlement of economic relations in the Ukraine",
- Mikhail Yurevich Burdin, Professor of the Department of Theory and History of State and Law of Kharkiv National University of Internal Affairs, PhD in Juridical sciences, delivered the report "The continuity of legal regulation as a condition of its effectiveness",
- Vasily Vasilevich Rossikhin, Professor of Yaroslav the Wise National Law University, Doctor of Law, delivered the report "The ideological aspects of criminal law doctrine in the initial stage of formation of the Ukrainian state",
- Galina Vladimirovna Rossikhina, Professor of the Civil and Legal Disciplines Department of V.N. Karazin Kharkiv National University, Doctor of Law, delivered the report "The theoretical issues on the application of financial law."
At the plenary session the presentations were made also by the Belarusian researchers:
- Alexander Amangeldyevich Abdurakhmanov, Associate Professor of the Department of Criminology of the Belarusian State University, PhD in Juridical sciences, delivered the report "Some activities towards the administrative and legal support of demographic security of the Republic of Belarus",
- Marina Vasilevna Andriyashko, Head of the Department of Public Administration and Criminal Law of the Baranovichi State University, PhD in Juridical sciences, delivered the report "Conceptual guidance of national demographic interests of the Republic of Belarus in the aspect of strengthening the family".
After the plenary meeting, the work of the conference was organized in six sections, where the actual problems of the theory and history of state and law, constitutional law, administrative law, customs law, civil law, family law, civil procedure, criminal law, and the problems of international public law were discussed. According to the results of the sections’ work, the best speakers were determined.
In total, the conference was attended by 8 Doctors of Sciences, 35 PhDs in Sciences, 8 Professors, as well as by lecturers, PhD students, Master’s Degree students and students. There were 210 applications submitted for the participation in the conference.
